SEA CADET INTERNATIONAL EXCHANGES - 2015

Due in Fortress: 25 Jan 15 - Cadet applications through Fortress for all international exchange destinations are to be completed at the Corps.

Good evening – please be advised that we are now accepting applications for the 2015 International Exchange Program – below are the approximate dates for the exchange – positions are limited – therefore, if you are interested do not delay – please apply.

1.      IAW ref A-B, the 2015 Sea Cadet International Exchanges allocations are provided in attached document. The aim of the Exchange program is to stimulate an interest in affairs far removed from the selected cadets and officers particular locale. Sea Cadet Exchanges emphasizes cultural aspects and local training while visiting foreign lands. They afford cadets and officers an occasion to promote goodwill and friendship among young men and women who share a common interest in sea training. Cadets and officers who apply must be willing to fully participate in the different activities, adapt to different cultures, eat different foods, enjoy themselves and maintain a high degree of professionalism.
 

2.  It is important that cadets and officers willing to apply understand that exchange timelines and destinations may vary based on availability of host countries. Even after selections have been announced, host countries may on a moment’s notice pull away from offering an exchange program or decreasing the number of participants. Also, preliminary dates provided in the attached document, are usually confirmed after selections have been announced. They may shift by plus or minus 2 weeks. Dates and destinations will be confirmed under separate cover. If exchange opportunities change from expected planning, every effort will be put forward to accommodate cadets and officers to offer, if available, other exchange destinations or nationally directed activities. 

 
CADETS SELECTION CRITERIA 
 

3.   Administrative and Training Prerequisites.

 a.      IOT be eligible to participate in the international exchanges, a cadet must meet or exceed the following prerequisites:
     (1)            have attained the age of 16 years as of the first day of the exchange and not be 18 years before 1 April of the year of the exchange;

     (2)            have successfully completed Phase IV from the Corps program;

     (3)            hold the rank of PO2;

     (4)            have completed any intermediate or 6 to 8 week specialty course;

     (5)            be strongly recommended by the Corps CO;

     (6)            be strongly recommended by the Area Cadet Officer (Sea);

     (7)            be strongly recommended by the RCSU Sea Staff Officer;

     (8)            be functional in English, which signifies a moderate understanding of the language and an adequate ability to express one's self in      English,        specifically:
          (a)        he/she can understand the person talking to him/her most of the time;

          (b)        he/she can ask questions and express himself/herself with little hesitation; and

          (c)        he/she can be understood (verbally and in writing) even if the grammar used is not always perfect.

Note: para 3.a.(8). prerequisite may be waived for unilingual French speaking cadets for certain exchange destinations if a bilingual (French & English) speaking escort is selected for that exchange.


b.   Exceptional cadets who have not had the opportunity to undergo summer training are eligible to participate in international exchanges if they meet or exceed the following prerequisites:

 

(1)        have attained the age of 16 years as of the first day of the exchange and not be 18 years before 1 April of the year of the exchange;

(2)        have successfully completed Phase IV from the Corps program;

(3)        hold the rank of CPO2, upon application;

(4)        be strongly recommended by the Corps CO;

(5)        be strongly recommended by the Area Cadet Officer (Sea);

(6)        be strongly recommended by the RCSU Sea Staff Officer; and

(7)        be functional in English, as defined at para 3.a.(8). above.

 

Note: para 3.b.(7). prerequisite may be waived for unilingual French speaking cadets for certain exchange destinations if a bilingual (French & English) speaking escort is selected for that exchange.

 

SELECTION CRITERIA - ESCORT OFFICERS

 

4.   Administrative and Training Prerequisites. IOT be eligible to escort an international exchange, an officer must meet or exceed the following prerequisites:
     a.      hold the rank of Lt(N), maximum LCdr;
     b.   have seven (7) years’ experience as a CIC (Sea) officer;
     c.   MOSID : 02320-01 (CIC Sea Only);
     d.   have, in hand, a valid Canadian Forces Identification Card (NDI 20) or Temporary Canadian Forces Identification Card (NDI 10) and does not expire within 3 months from return date;
     e.   security clearance level: ERC;
     f.    up to date screening process: PRC and VSS;
     g.   possess an advanced ability in English, which signifies a comprehensive understanding of English and a complete ability to express one's self easily in the language, specifically:
          (1)        he/she can always understand the person talking to him/her;
          (2)        he/she can easily ask questions and express himself/herself; and
          (3)        he/she can easily be understood (verbally and in writing).
     h.   experience as a CIC (Sea) officer at a RCSCC and preferably at a Sea CTC;
     i.    good working knowledge of the Sea Cadets Corps and Summer Training Programs,
     j.    good working knowledge of generic and Sea Cadet specific CATOs;
     k.   experience in preparing and delivering presentations to groups and in writing short forms of correspondence is preferred; and
     l.    civilian employment experience in a leadership or management capacity or youth related field is preferred.

MEDICAL AND PHYSICAL PREREQUISITES - CADETS AND ESCORT OFFICERS

5.   Exchanges may include rigorous training (e.g., long distance walking and hiking) and visit programs conducted in extreme heat and humidity. It is important that applicants have a high level of physical fitness and be free of any condition and restriction:
     a.      which requires or may require treatment, incl the requirement for the use of an inhaler;
     b.   which precludes or may preclude them from following direction and taking part any in exchange program activities, training and visits; and
     c.   which require special dietary restrictions or modifications, as they will not be accommodated.

6.   IOT issue judicious recommendations on cadet applications, RCSU Sea Cadet Staff Officers are requested to inform their RMLOs of above conditions & prereqs.


APPLICATIONS AND SELECTIONS - CADETS AND ESCORT OFFICERS

7.   Regions to process:
     a.      cadet applications through Fortress as well as:
          (1)        copy of birth certificate or certificate of Canadian citizenship or passport showing pages 2 and 3 (if already in hand); and
          (2)        one colour photo (passport or photomat/photo booth size).

     b.   escort officer applications using the Escort Officer Application for Employment form (attached), as well as:
          (1)        PERs for the 2 previous CTC/RCSU/RCIS employment periods; and
          (2)        copy of birth certificate or certificate of Canadian citizenship or passport (if already in hand).

8.   Central Region deadlines for all International exchanges applications (cadets & officers) are as follows
     a.      30 Jan 15 - All International exchange escort officers’ applications are to be received at RCSU Central Att: RC Sea Trg O.
     b.   25 Jan 15 - Cadet applications through Fortress for all international exchange destinations are to be completed at the Corps.
